Nigeria Religious Freedom Accountability Act of 2025
Nigeria Religious Freedom Accountability Act of 2025 would require the United States to label Nigeria as a Country of Particular Concern (CPC) for religious freedom and to designate Boko Haram and ISIS-West Africa (ISIS-WA) as Entities of Particular Concern (EPC). The President would then be obligated to apply sanctions under Executive Order 13818 to individuals identified in a biannual (first report within 90 days after enactment) congressional report. The bill also requires annual reporting to Congress naming Nigerian officials at federal and state levels who have promoted, enacted, or tolerated blasphemy laws or who have enforced such laws through violence or legal action, as well as judicial and law enforcement officials who implement these laws. In addition, the bill amends the International Religious Freedom Act framework to formalize these CPC/EPC designations and provides waiver authorities. Definitions clarify terms like Nigerian blasphemy laws, Boko Haram, ISIS-West Africa, and the relevant congressional committees.
