Gateway Partnership Act of 2025

The Gateway Partnership Act of 2025 would authorize the Secretary of the Interior to enter into an agreement with the Gateway Arch Park Foundation to host private events in Gateway Arch National Park buildings. If enacted, the agreement would establish terms to protect park resources, including limits on how often events can occur, required park staffing, liability insurance naming the United States as additionally insured, and a government liability disclaimer for injuries or damages related to the use of park buildings. Private events would have to be consistent with the park’s purposes, not degrade the park, and not disrupt public access. The Secretary could charge fees to cover maintenance and other costs associated with hosting these events, and may recover all costs incurred. The bill clarifies that the National Park Service (NPS) can still host events or issue permits for others, as appropriate.
