Transit Crime Reporting Act of 2025
The Transit Crime Reporting Act of 2025 would require the U.S. Department of Transportation to (1) annually report on all crime occurring on federally funded transit systems, disaggregated into violent and non-violent offenses for the National Transit Database, and (2) create a Federal Transit Safety Task Force to study and make recommendations on ways the federal government can strengthen safety on transit systems. The task force would include transit agency leaders, law enforcement representatives, transit workers, and national transit associations, with interim and final reports due to Congress within two years. The act also ensures the task force is treated under the Federal Advisory Committee Act, meaning standard advisory committee process applies.
Key Points
- 1Annual Crime Reporting Requirement: The Secretary of Transportation must report, within 90 days of enactment and annually thereafter, on all crime reported to the National Transit Database by federally funded transit systems, breaking the data down into violent and non-violent crime, and sharing it with the Senate Banking Committee and the House Transportation and Infrastructure Committee.
- 2Federally Funded Transit System Defined: Applies to transit systems that receive funding under chapter 53 of title 49 U.S.C. or funding appropriated to the Federal Transit Administration in the Infrastructure Investment and Jobs Act.
- 3Establishment of a Transit Safety Task Force: The Federal Transit Administration Administrator will establish a Task Force staffed by 12 appointees (appointed by the Administrator) including:
- 4- 5 transit agency leaders from diverse regions and types of locales (urban, rural, suburban)
- 5- 3 law enforcement representatives
- 6- 2 transit employee representatives from different agencies than those of the agency leaders
- 7- 2 representatives of national transit associations
- 8Report Timeline: The Task Force must issue an interim report within 1 year of enactment and a final report with safety-enhancing recommendations within 2 years.
- 9Advisory Committee Rules: The Task Force would be subject to Chapter 10 of Title 5 (Federal Advisory Committee Act), governing how federal advisory committees operate (transparency, open meetings, etc.).
