Preventive Home Visit Act
The Preventive Home Visit Act would add Medicare coverage for a new service called a preventive home visit (PHV). A PHV is a home visit by a qualified professional or team (as defined by the Secretary) conducted at most once every two years. During the visit, the professional assesses the home environment, identifies health risks, and provides referrals for interventions or home modifications intended to improve physical function, balance, strength, mobility, reduce falls risk, or enhance nutrition. The visit may be in-person, remote, or a combination. On the payment side, the bill changes how PHVs are reimbursed under Medicare Part B. Payment would be 100% of the lesser of the actual charge for the PHV or the bundled payment amount determined by the Secretary (established under a new bundled payment provision). The Secretary would set a bundled payment amount for PHVs (including any referrals made in connection with the visit). The bill also adds a frequency restriction to prevent PHVs from occurring more often than every two years. The amendments would take effect for PHVs furnished on or after January 1, 2027.
