Child Care Modernization Act of 2025
This bill, titled the Child Care Modernization Act of 2025, would reauthorize and update the Child Care and Development Block Grant (CCDBG) program created in 1990. It reorganizes and modernizes the program to expand flexibility, parental choice, and the quality of care, while simultaneously broadening the scope of supports for child care providers and the workforce. A major feature is the creation of a new Part II that would authorize Child Care Supply and Facilities Grants to expand the supply of high-quality providers, improve facilities, and support child development. The bill also introduces comprehensive changes to eligibility, funding administration, planning processes, and reporting requirements, with substantial attention to cost-based payment models, workforce development, and oversight. In short, the bill aims to: (1) modernize governance and definitions; (2) require cost-based, market-responsive payment models; (3) boost investment in the child care workforce; (4) maintain or expand parental choice and access to high-quality care; (5) provide new grants to increase provider supply and improve facilities; and (6) enhance reporting, accountability, and transparency to Congress and the public.
