Tyler Clementi Higher Education Anti-Harassment Act of 2025
This bill, titled the Tyler Clementi Higher Education Anti-Harassment Act of 2025, would tighten and expand federal requirements on colleges and universities to address harassment. It would require participating institutions to develop and publicly distribute a comprehensive harassment policy that describes prohibited conduct based on race, color, national origin, sex (including sexual orientation, gender identity, pregnancy-related conditions, and sex characteristics), disability, or religion. The policy must cover on-campus and certain off-campus settings, including electronic communications and activities sponsored by the institution, and require description of prevention programs, reporting procedures, and the actions the institution will take after harassment is reported, plus a detailed record of harassment patterns. The bill also creates an anti-harassment competitive grant program funded at $50 million per year (2026–2031) to help eligible institutions develop, expand, or improve prevention, counseling, and educational activities, with annual reporting to Congress and a best-practices guide. The act adds definitions for relevant communications terms and is intended to work alongside existing federal civil rights laws (Title VI, Title IX, the Rehabilitation Act, and the ADA).
