To amend the Agricultural Act of 2014 to require the Secretary of Agriculture to make certain advance partial price loss coverage payments for crop year 2025.
This bill, the Farm Rescue Act of 2025, would amend the Agricultural Act of 2014 to obligate the Secretary of Agriculture to provide advance partial price loss coverage (PLC) payments for crop year 2025 when data indicate PLC payments will be required. Eligible producers on a farm could opt to receive an upfront partial PLC payment for 2025 payment acres, with the upfront amount set at 40%–50% of the projected PLC payment for that crop year. The remainder would be paid later, in a subsequent payment, to be calculated as the difference between the full PLC payment amount and the upfront partial payment. The bill also adds a mechanism to recover erroneous upfront payments if they turn out not to be required. A rulemaking deadline (60 days after enactment) would be established to implement these changes, and a general trigger would be used to determine whether 2025 PLC payments are anticipated. In short, it creates an option for farmers to get a portion of their 2025 PLC payments early (roughly 40–50%), with the balance paid later, subject to data-backed determinations and potential recovery if the payments are later found unnecessary.
