National Flood Insurance Program Administrative Reform Act of 2025
This bill—titled the National Flood Insurance Program Administrative Reform Act of 2025 and introduced by Representative Velázquez—seeks to make a broad set of administrative changes to the National Flood Insurance Program (NFIP). Its main thrust is to improve fairness, accuracy, transparency, and oversight across NFIP operations. Key features include a voluntary pilot program to identify preexisting structural issues that could affect claims, new penalties for fraud and false statements, an enhanced appeals process for policyholders, deadlines for claim determinations, stronger oversight of litigation and costs in Write Your Own (WYO) companies, and expanded reporting and governance mechanisms (including a new advisory committee and GAO studies). The bill also expands disclosures to policyholders, tightens staffing requirements for the NFIP advocacy office, and broadens interagency guidance on NFIP compliance. In short, the bill adds more accountability for insurers and adjusters, creates clearer and faster paths for policyholders to contest decisions, and increases transparency around technical reports, coverage definitions, and program finances.
