Emergency Pine Beetle Response Act of 2025
This bill, titled the Emergency Pine Beetle Response Act of 2025, would expand federal assistance to address pine beetle outbreaks on nonindustrial private forest land. It amends the Agricultural Credit Act of 1978 to authorize emergency payments and loan support for outbreak response measures and adds a new targeted framework for cost-sharing with landowners and timber service businesses. It also authorizes emergency grants to state, tribal, and local governments for outbreak response and response-related repair. Additionally, the bill updates related loan authorities to allow emergency loans to owners of nonindustrial private forest land for outbreak response measures, with repayment and offset provisions if cost-sharing is later received. In short, the bill creates financial tools—grants, cost-sharing, and loans—to help private forest landowners and service providers take rapid action against pine beetle infestations and to support local governments in responding to outbreaks.
