This bill would extend the U.S. E-3 nonimmigrant visa program to nationals of the Republic of Korea, creating a reciprocal visa pathway similar to the existing arrangement for Australian nationals. It would allow Korean professionals to be admitted under the E-3 category on a basis of reciprocity, contingent on an agreement determined by the Secretary of State. The bill also adds a labor-authorization requirement: employers hiring Korean E-3 workers would must participate in the E-Verify system and maintain compliance for the duration of the employee’s authorized employment. Finally, it sets a formal annual cap structure to allocate E-3 visas between Australians and Koreans, using a quota that preserves a 10,500 cap for Australia and assigns the Korean share as the difference between 10,500 and the prior year’s Australian approvals, with spouses and children excluded from the numerical cap. The act would take effect 180 days after enactment.
