Portal for Appraisal Licensing Act of 2025

This bill, titled the Portal for Appraisal Licensing Act of 2025, would modify the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA) to create a national, cloud-based Portal for Appraiser Credentialing and AMC (appraisal management company) Registration Information. Built and operated by the Appraisal Subcommittee (ASC), the Portal would centralize license, certification, and registration applications and renewals, and connect directly with state certifying/licensing agencies to share education, experience, exam results, background checks, and other relevant information. It also authorizes FBI-based background checks through the Portal, provides for unique identifiers for individuals and AMCs, supports education data sharing, and allows user fees (revenue-neutral) along with state grants to link their systems to the Portal. States would retain their rights to act on credentialing and registration, but the Portal would streamline and standardize processes nationwide.
