To amend the Federal Water Pollution Control Act to make certain technology investments eligible for additional subsidization, and for other purposes.

This bill would amend the Federal Water Pollution Control Act to broaden which technology investments qualify for “additional subsidization” under the program commonly associated with the Clean Water State Revolving Fund (SRF). Specifically, it adds certain software and digital tools—such as asset management software, operations analysis software, and advanced digital construction management systems—to the list of eligible technologies that a project can use to meet funding requirements. The eligible purposes include improving water efficiency, energy efficiency, stormwater management, and delivering projects that are cost-effective and sustainably planned, designed, and constructed. In short, the bill aims to encourage municipalities and utilities to adopt more advanced, digitally-enabled technologies when pursuing funded water infrastructure projects.
